Personal care: 1 ml neem oil to 100 ml shampoo or lotion (1.5 oz to 8 oz). Add your favorite essential oil to cover the harsh smell of neem.

Use in the garden: Mix 1 oz Neem Oil with 1 gallon warm water and 1 teaspoon dish soap. Soap will allow the oil to mix with the water. Spray on plants and apply often.

Active ingredients in Neem act similar to hormones that insects produce. Insects take up the neem ingredients which block the real hormones from working. The insects forget to eat and mate and stop laying eggs. Neem does not work overnight so give it time. Spray early in the morning and after rain.
